Gap between consumer properties of «Moskvich-400» and «Victory» was rather great. It was necessary the car of an intermediate class, but such model at the end of 40th years was not planned at all. On the contrary, Gorki car factory in 1948 received the order for development of the six-seater car mainly for administrative use which would occupy position between «Victory» and ZiS-110. Terms were as always rigid — 29 months.

At the end of 1948 there were strange, ordinary-looking, grey cars with inscription «testing» on the roads near Gorki. At first sight they were recognized as «Victory», but after close examination it was found out, that the car was longer approximately on meter and had no two windows at each side but three. So designers of GAZ, having cut across a body of «Victory» and having extended it due to an insert, made a running breadboard model yet not designed car of "middle class" to make tests. Designing engineers led by Andrey Aleksandrovich Lipgart conducted works with car under own risk: the deputy minister of motor industry V. A .Garbuzov rather actively propagandized no creation of own designs, but copying of cars from the western samples. In particular, he suggested to copy the subcompact car at first in the country from American «Bewick».

In 1950 GAZ — 12 (ZIM) was put on the conveyor of Gorki car factory. The car received a high estimation, and its designers A. A. Lipgart and N. A. Jushmanov were marked by the State premium for 1950. Use of an integral body allowed to make weight of the car rather low (1930 kg). ZIMs were sold to administrative bodies, taxi parks and the population (at the price of 40 thousand rubles up to 1961года). As the engine the forced variant of six-cylinder GAZ-51 engine was used. Besides GAZ-12 with the closed body cabriolet was not produced serially (GAZ-12А, pre-production models of 1948–1950) and the ambulance car GAZ-12B was developed.
